Storage on the free tier is included. Running analysis or processing on a file is billed per second of audio: $0.10 per minute, from prepaid tokens (1 token = 1 second). New accounts start with 300 free tokens, top-ups start at $10, and there is no subscription.
Can I browse my library from my own app?
Yes. Developers can list their account's library over the REST API with an API key and fetch files from there. See the docs.
